Rubanda District Vice Chairperson Rallies Council to Prioritize Key Community Development Programmes Story by Kobugabe Joanita, Communication Officer – Rubanda District The Rubanda District Vice Chairperson, Ms. Kesafari Prossy, has called upon the District Council to prioritize key development programmes that address the most pressing needs of the community. She made the remarks during the first District Council sitting for the 2026/2027 Financial Year, held on Thursday, 30 July 2026, at the District Council Hall. The meeting was presided over by the District Speaker, Ms. Mary Waguma Tushemerirwe. In her address, Ms. Kesafari congratulated the newly elected leaders and reminded them that leadership is about service rather than status. She encouraged councillors to demonstrate integrity, impartiality, and teamwork in the execution of their duties. "Citizens expect improved roads, schools, health services, and access to clean water," she said. She urged the Council to prioritize programmes that promote access to clean and safe water, agricultural development, youth empowerment, women's empowerment, environmental protection, and accountability in the management of public resources. She also encouraged councillors to work towards the effective implementation of government programmes despite limited resources and increasing public expectations. Ms. Kesafari further called on councillors to move beyond election politics and work together for the development of the entire Rubanda District. She emphasized the importance of upholding integrity, mutual respect, and evidence-based debate, even when opinions differ. She urged the newly constituted Council committees to begin their work immediately by providing effective oversight, engaging communities, and ensuring the efficient and transparent utilization of public resources. She pledged to support every councillor regardless of political affiliation and to work closely with the District Executive Committee and the technical team to deliver quality services. "I call upon each one of us to put the interests of our people first and to serve with integrity, unity, and dedication. Together, we can make Rubanda District a model of good governance and sustainable development," Ms. Kesafari said. She concluded by encouraging councillors to demonstrate integrity in the management of public resources, humility in leadership, and compassion for the people who entrusted them with their votes.
