Rubanda District Officials Monitor Progress of Ongoing Health Facility Construction Projects, to assess value for money. Story by Kobugabe Joanita – Communication Officer RUBANDA- Rubanda District officials have today conducted a monitoring exercise to assess the progress of ongoing construction and renovation works under the health sector. The projects inspected included the renovation and extension of Bufundi Health Centre III, the construction of Rubanda General Hospital, and the fixing of terrazzo floors and renovation works at Mpungu Health Centre III. Speaking during the site visit held on Thursday, 13 August 2026, at Bufundi Health Centre III, the Secretary for Health and Social Services, Hon. Obed Mutatiina Kitabutuka, said the main purpose of the visit was to follow up on council resolutions and evaluate the progress of their implementation including assessment on value for money for the projects. Hon. Kitabutuka revealed that the district plans to upgrade Bufundi Health Centre III to a Health Centre IV due to the increasing number of inpatients seeking services at the facility. He noted that additional health workers would be deployed once the facility is completed and operational. He further explained that the upgraded facility will have a fully equipped theatre and dental unit. The ongoing works include the extension of the maternity ward, renovation of the Outpatient Department (OPD), and refurbishment of the theatre. The Rubanda District Health Officer, Dr. David Mporampora, commended health workers for their continued commitment to serving the community. He called upon health workers and other stakeholders to focus on addressing the health challenges affecting local residents. Dr. Mporampora also emphasized the importance of discipline and improved customer care among health workers as a way of strengthening health service delivery across the district. The Resident District Commissioner, Mr. Senyojo Kyeyune, expressed satisfaction with the progress of the construction works and urged health workers to desist from soliciting bribes from patients, warning that such practices are punishable by law. He encouraged health workers to perform their duties diligently and in a manner that responds to the needs and concerns of the public, especially considering the improved infrastructure and conducive working environment being provided by the government. The Chief Administrative Officer, Mr. Ahabwe Samuel, appreciated the Government of Uganda for consistently prioritizing the health sector and ensuring that adequate funding is allocated to support service delivery in the district. Mr. Ahabwe also commended the Uganda People’s Defence Forces (UPDF) for their role in ensuring the successful implementation of the projects. He noted that although the project commenced in 2023 and experienced setbacks, including site abandonment, the involvement of the UPDF has significantly improved progress. However, he identified the commencement of the next phase of construction as a challenge, noting that the district is yet to sign the required Memorandum of Understanding (MoU). He assured stakeholders that the matter would be addressed in the near future. At Rubanda General Hospital, the Senior Clinical Officer, Mr. Asasira Messiah, thanked the Government of Uganda for supporting the development of the hospital. He reported a significant increase in the number of deliveries conducted at the facility, rising from approximately 40 to 120 per month, which he attributed to improved staffing levels and the availability of essential medical supplies. Mr. Asasira also praised the UPDF for the ongoing construction works, noting that the project is currently about 40 percent complete, with plastering and roofing works underway. He added that excavation works for the construction of a mortuary have also commenced. District officials noted that the monitoring exercise is intended to ensure that all ongoing projects are implemented according to plan and that the improved infrastructure ultimately translates into better health services for the people of Rubanda District.
